Access to quality and relevant health and rehabilitation services for persons with disabilities, regardless of type and severity of impairment, geographical location, gender, age and sexual orientation remains a major challenge.  An accelerated and radical improvement in the health status of persons with disabilities is a prerequisite for improved human development and human rights outcomes, and forms a central theme in the White Paper on the Rights of Persons with Disabilities.

Cabinet approved the draft White Paper on the National Health Insurance in December 2015 for public consultation.

It is critical that the NHI responds to the health requirements of all persons with disabilities, and this is an urgent and priority call for persons with disabilities and their families, disabled people organisations (DPOs), disability service organisations (DSOs) and institutions of higher education training health care personnel, to respond to the draft White Paper.
